CHMC has been an industry leader in Westchester County for over 50 years specializing in HUD Section 8, LIHTC and conventional properties. Founded in 1970, by Eugene F. Conroy, it has been instrumental in creating affordable housing properties throughout Westchester County and upstate NY. 


We are a small boutique style company that recognizes the need for advanced technologically, streamlined protocol and a highly skilled team, to handle all aspects of property management to meet the unique needs of an owner.


We at CHMC take much pride in the work we do. Our approach to management is first and foremost, with integrity. We understand that as an owner, you put your trust in us to manage your assets and we take our fiduciary responsibility in doing so very seriously. 


With our skilled team of compliance managers, we are able to keep your property in compliance with required regulations of the various oversight agencies as well as investors and any mortgagee.


Second, we approach all of our properties like an owner, with an eye of scrutiny, to insure that all facets of your property are inspected and repaired whether necessary or preventive maintenance, which brings us to our third approach, staying conscious of an owner’s guidelines. 


We work closely with owner or board alike, to handle any issue, while staying within budget constraints and keeping you informed of happenings within your property. Our Operating Reports are issued monthly with details of cash activity as well as budget to actual comparatives, which gives you an overview of the financial health of your property. 

Our Management Philosophy

Whether a Co-op or Condo, or an Affordable Housing property, CHMC is committed to managing its portfolio with the philosophy that all of our properties are maintained with the highest of care and attention. Our team takes great pride in the quality of management and daily operations of each property. Our property management team works collaboratively to ensure that each property operates efficiently, safely, and with a high level of professionalism. Our high standards are reflected in our inspection scores, which consistently range in the mid to upper 90s, from HUD REAC/NSPIRE to bank, insurance and other local or NYS agency inspections. 


Our focus is on a preventative maintenance program, which includes conducting routine apartment inspections, and having scheduled building system maintenance throughout each property. We address concerns found during these inspections promptly. We take a pro-active approach to protect the integrity of the properties we manage. We have built strong relationships with our trusted contractors over the years, who will aid in this process.

Teamwork is paramount at CHMC especially between management, the building maintenance staff, residents and owners. This is achieved through communication and professionalism. 


Through strong management practices, preventative maintenance, trusted contractor partnerships, and a team-oriented approach, CHMC continues to provide high-quality housing that residents are proud to call home.


LIHTC Properties & Compliance

Our team is highly versed in all LIHTC rules and regulations, which will ensure that your property is kept in compliance with Tax Credit requirements. We manage tenant eligibility and annual income verifications while providing compliance reporting to all required parties.


Since 2000, CHMC has marketed and rented up 9 new construction LIHTC properties, as well as 17 HUD properties that were converted to LIHTC with tenants in place (see CHMC Portfolio).

Our Management Team

President & CEO - Raymond Prema

Our CEO is well versed in the property management industry with over 35 years of experience. He is a leader at CHMC who has also held the CFO position for 24 years. His background in financial accounting has uniquely positioned him to capture the big picture of each asset, from initial applicant qualification all the way through agency reporting and budgeting and other goals of property owners. His vision is to provide tailored services that allow ease of workflow by streamlining processes, improving technology and nurturing client relationships.


Chief Financial Officer - Matthew Jennings

Our Chief Financial Officer is a seasoned Real Estate Financial Accountant, who oversees our Accounting & Reporting Department. He reviews all Operating Reports to insure clear, accurate and timely reporting on a monthly basis, as well as preparing operating budgets and handling annual financial audits.


Director of Operations - Cindy Mauro

Our Director of Operations is an experienced, hands-on professional who oversees our Property Managers with a watchful eye on necessary repairs and maintenance of your property as well as maintaining good tenant relations. Leading a team of seasoned Property Managers with the mindset that our properties must remain in “inspection-ready” condition at all times, our team takes a proactive approach to up-keeping the functionality and appearance of our properties. 


Director of Occupancy & Compliance - Elvira Quintero Barroso

Our Director of Occupancy & Compliance is knowledgeable on HUD guidelines as well as the ins and outs of complex LIHTC rules and regulations. Our Director will ensure that your property remains in compliance with the IRS regulations and various agency reporting requirements as well as qualifying applicants and doing annual income certifications.
